Immigration Laws
Rulers can enact laws that directly control BBC migration to their courts. These have ongoing economic and political consequences.

Cooldown
Rulers who have recently accepted a BBC into their court will not receive further BBC migrants for approximately 1 year. Prevents immediate flooding after accepting the first migrant.
Invite BBC Decision
The standalone Invite BBC decision is now restricted compared to earlier versions:
- Can only be used within Africa
- Costs significantly more prestige and gold
- Random cooldown of 16–32 months (averaging 2 years)
The older Invite Black Migrants decision was disabled when the full immigration law system was introduced.
